Economic Development Specialist with the U.S. Small Business Administration

Ms. Beatriz Devis is an Economic Development Specialist with the U.S. Small Business Administration, Los Angeles District Office. Ms. Devis has been with the SBA for 23 years and has spent her entire government career in the Los Angeles region. She has served in many different areas of the SBA, including Administration, Executive Direction, 8(a) Business Development Department and Economic Development. A native Angelino, Beatriz has dedicated her career to serving the needs of the local small business community.

Miguel Acuna

Miguel A. Acuña

Microloan Manager - Economic & Workforce Development Department

Miguel A. Acuña is the Microloan Manager for the City of Los Angeles Economic & Workforce Development Department. The Microloan Program offers loans from $10,000 to $50,000, with terms of 1 to 5 years. Loan funds can be used for eligible business operation costs, including, working capital, equipment, and inventory. Previously he served as the Director of BusinessSource network for 14 years. The BusinessSource network provides access to capital and business assistance to small business owners and entrepreneurs seeking to start up a business. Under his leadership the BusinessSource Network has: Assisted over 11,000 small businesses and entrepreneurs. Launched 730 new small businesses, packaged over 2,700 small business loans, funded over 1,300 small business loans for a total of $180 million. Created over 3,000 new jobs and retained over 1,000 jobs at an average cost of $2,900 per job. Generated over $224 million in wages to low and moderate income people.

Luis Rivera serves as a Community Business Manager in the Mayor’s Office of Economic Development. Previously, Luis served as the South Los Angeles Area Representative for Mayor Eric Garcetti. In this role, Luis developed and coordinated Mayor Eric Garcetti’s 2016 & 2017 Access to Capital, Borrower's Rights, and Certification Expo’s, which linked over 1000 small businesses with procurement opportunities, financial resources, and onsite certification (SBE, MBE, and LBE) and Los Angeles Business Assistance Virtual Network (LABAVN) registration. Luis was born at Martin Luther King Jr. Hospital located in South Los Angeles and brings over 14 years or public service experience. During his career he has held positions as a Program Coordinator at St. John’s Well Child & Family Center and Program Officer at First 5 LA. Luis is a proud alumni of California State University, Los Angeles, holding a Bachelor Degree in Sociology and Master’s Degree in Public Administration. During his free time Luis enjoys spending time with his 17 year old daughter, family and friends, mindfulness and physical fitness.

President and CEO of the California Hispanic Chambers of Commerce

Julian Cañete serves as the President and CEO of the California Hispanic Chambers of Commerce, the premier organization promoting the development of Hispanic entrepreneurs and emerging Latino businesses in California. Through its network of Hispanic chamber and business associations, the CHCC represents the business interests of over 800,000 Hispanic owned businesses throughout the state of California. Julian previously served as the Director of Public Policy and Strategic Partnerships for the California Asian Pacific Chamber of Commerce and as President and CEO of CHCC from 1999 – 2006 and again from 2009- 2012. An active leader in the business community, he is currently a member of the California Utilities Diversity Council (CUDC), serves on the Department of General Services Small Business Advisory Board, and the Californians for Affordable & Reliable Energy (CARE) coalition. Julian has served as the Chairman of the San Joaquin County Private Industry Council, and on the National Association of State Latino Chambers of Commerce. Julian resides in Sacramento, California with his wife, children, and grandchildren.
